Parramatta Light Rail – Stage 1 Network Advisory
The NSW Government’s delivery of the Parramatta Light Rail (PLR) (Stage 1) project will provide significant benefits to Parramatta, providing ‘turn-up-and-go’ light rail services seven days a week, connecting Carlingford and Westmead to Parramatta CBD. The route will link Parramatta’s CBD and train station to several key locations including the Westmead health precinct, the Parramatta North urban transformation area, the new Western Sydney Stadium, the Camellia precinct, the new Powerhouse Museum and Riverside Theatre Cultural Hub, the private and social housing redevelopment at Telopea, the Rosehill Gardens Racecourse and the three Western Sydney University campuses.
Consequently, construction and operation of the light rail will result in impacts to some customers during this time. A Network Management Strategy was prepared by SCT Consulting to co-ordinate and manage the impacts on customers and ensure that network journey time and congestion are maintained at acceptable levels.
As part of our role, the team used transport modelling to guide the PLR project team on the necessary steps required to optimise both intersection design and journey time. This involved a detailed analysis of the constraints at each site and an application of modelling techniques specifically designed to extract the maximum analytical benefit in the available assessment timeframe. In addition, we provided review of transport models, development applications and technical documentation to advise Transport for NSW on their appropriateness and fitness for purpose.
In this leading technical advisory role, SCT Consulting led the development of detailed strategies for the operation of transport services to allow the efficient operation of light rail and its associated multi-modal interchanges to be optimised. Key to this role was the development, refinement and assessment of transport integration issues. The resolution of these items was achieved through engaging with key NSW Government stakeholders and advocating the position of the project for the on behalf of Transport for NSW.
SCT Consulting has worked collaboratively with TfNSW, been flexible with resourcing needs and adapted quickly to the needs of the project, demonstrating strong leadership and providing quality service.
