Glebe Island Bridge Strategic Business Case - Movement & Place Study

Glebe Island Bridge is in Sydney Harbour between Johnstons Bay, Rozelle Bay and Blackwattle Bay. The Bridge was designed to provide a route from the city to the northern and western suburbs as part of a major industrial reconfiguration of that part of the Harbour, prior to the Anzac Bridge being constructed in 1995.

Transport for NSW is currently considering how to maintain the un-used bridge and whether to potentially refurbish and open the bridge to pedestrians and cyclists, providing a new active transport connection between the Bays West Precinct and the gateway to the CBD.

In collaboration with Ramboll, SCT Consulting are currently preparing the movement and place assessment to support a Strategic Business Case. To support the movement vision as a pedestrian and cycling corridor, our team has developed a bespoke walking and cycling model which forecasts future pedestrian and walking trips, including consideration of commute and hedonics trips (including recreation, social and shopping etc) within the precinct. The model utilises an agent-based assignment process to determine likely route choice based on a cost-function including travel time, travel cost, user-perception, gradient, canopy coverage and various other place factors.

The process leveraged existing data, including repurposing open data and other strategic models, to minimise the cost and expedite results. This allowed the development of suitable outputs for the economic appraisal and also visual outcomes which help communication and understanding with non-technical stakeholders.

An innovation outcome from this project has been the development of a novel model type to address deficiencies in existing modelling packages and methodologies. This includes consideration of recreational and social users, which are often ignored or approximated as a proxy. Inclusion of these users help in delivering informed infrastructure decisions.
